When the USSR broke up at the end of 1991, it was not an easy separation for ‘republics’, now nations, that had been intertwined into top-down dependence upon Russia. 

The centralizing of all ‘state assets’ within Russia included postal operations. However, what of modern and secure postal facilities and an independent intact distribution supply chain for the others?

Ukraine’s modern postal era began 02∙January∙1992, yet it would take about four years to resolve the two matters of ‘facility’ and ‘distribution’ for Ukraine·Post to be in full function. Meanwhile, what would Ukraine do? An important part of the answer was 'provisional stamps'.
